The Chicago Bar Association says:
Judge Toya T. Harvey is “Highly Qualified” for the office of Circuit Court Judge. Judge Harvey was admitted to practice law in Illinois in 1995 and served as a Cook County Assistant Public Defender until March 3, 2017, when she was appointed to the Circuit Court. Judge Harvey is currently assigned to the First Municipal Division where she presides over Forcible Entry and Detainer cases. Judge Harvey efficiently manages a very busy call and does an excellent job in explaining the court process to pro se litigants. Judge Harvey is hardworking, compassionate, and well regarded for her knowledge of the law, trial experience, and outstanding temperament and demeanor.
The Chicago Council of Lawyers says:
Hon. Toya T. Harvey was admitted to the Illinois Bar in 1995. She was appointed to the bench as a Circuit Judge by the Illinois Supreme Court in March 2017. From 1996 to 2017, she worked for the Office of the Cook County Public Defender, where since 2013 she was a Grade IV Assistant Public Defender on the Suburban Homicide Task Force. She has provided pro bono services at various expungement summits, including the 2017 County-wide Expungement Summit sponsored by the Clerk of the Court.

As a lawyer, Judge Harvey was considered to be a zealous advocate for her clients and possessed a good temperament. She was a career assistant public defender and had substantial experience with complex criminal law matters. She is reported to have good legal ability. The Council finds her Qualified for the Circuit Court.
The Illinois State Bar Association says:
Toya T. Harvey has been licensed since 1995. She was appointed to the Circuit Court in March, 2017, and is currently assigned to the Municipal Department, First District, Forcible Entry and Detainer section. Prior to her appointment, Judge Harvey was a career assistant public defender, her last assignment being to handle murder and other complex felonies in the Sixth District (Markham). She has substantial criminal jury and bench trial litigation experience. She is generally considered to have very good legal knowledge, and to be diligent with an excellent temperament; a few expressed concerns over occasional lateness, and a few expressed temperament concerns. She is active in community activities. Judge Toya T. Harvey is found to be Qualified for election to the Circuit Court of Cook County.
